What is the Waterloo-Morada Fire Protection District?

The Waterloo Morada Rural County Fire Protection District is a single-purpose special district, independent from the County of San Joaquin and the City of Stockton, and governed by a board of directors elected directly by the voters. The issues that Measure N will address are the growing debt to San Joaquin County, the structural deficit for operations, increase staffing, pay off loans for fire apparatus and to begin saving to purchase new apparatus and finally to begin to build Fire Station 2 in the Eight Mile Road and Hwy 99 area.
 
The Fire District provides critical emergency life-saving and fire protection services to the Waterloo and Morada communities.  We have been providing these important services for over 70 years.

What has changed since the passing of Measure N?

The fire district was prepared to move forward to meet the goals stated in the Measure N.  As of July 1, 2019, the district now staffs 2 fire engines with 2 personnel each day, seven days a week. This is a 30% increase in apparatus availability.  We have begun the hiring process of 3 additional personnel, 1 Fire Captain started Monday Oct 14th and we anticipate adding 2 new firefighters at the first of the year.

When we get the first Installment of Property Taxes in December for the 2019/2020 fiscal year, we will satisfy the debt to San Joaquin County. The second Installment will address the structural deficit.  Because these two issues were our priority, we will defer committing funds to the new fire station, fire apparatus and the apparatus replacement fund until the 2020/2021 fiscal year.

Fire Apparatus purchasing is a very lengthy process, it takes 2 years to design, order, construct, fund, and accept the product.  We will begin the process now to get in the construction queue and work on funding it during next years budget.

Again, the Board of Directors, Fire Administration and the Firefighters Association would like to thank our community for their overwhelming support of our mission to provide the highest level of emergency services.  A more comprehensive report on Measure N will be available January 1st and subsequently each year after that as required by the Measure.
